At a glance

Canada study permit at a glance

To apply, you generally need a Letter of Acceptance (LOA) from a DLI, a Provincial or Territorial Attestation Letter (PAL/TAL) for most college and undergraduate programs, and proof that you can pay your tuition and living costs. Study permit refusals usually come down to proof of funds, a missing PAL, or a weak study plan, not academic ability.

CAD $22,895

Living costs a single applicant outside Quebec must show for 2026, on top of first-year tuition and travel.

CAD $150

Study permit application fee, plus CAD $85 biometrics.

PGWP

A study permit can be a strong long-term pathway to Canadian work experience through a Post-Graduation Work Permit.

The basics

What is a Canada Study Permit?

A Canada study permit is an official document issued by IRCC that authorises a foreign national to study at a Designated Learning Institution (DLI) in Canada. It is required for most programs longer than six months. A study permit is not a visa on its own: most students are also issued a visitor visa (TRV) that allows them to travel to Canada.

Canada applies a national cap on new international student study permit applications. For 2026, IRCC has set 309,670 study permit application spaces for applicants who require a Provincial Attestation Letter, within an overall national target of issuing up to approximately 408,000 study permits across new and returning students. Because the cap is limited and divided among the provinces, applying early in the intake cycle matters.

Requirements

Core study permit requirements for Sri Lankan students

2026 PAL update: As of 1 January 2026, master’s and doctoral students enrolled at a public DLI are exempt from the PAL/TAL requirement and from the study permit cap. Most college, undergraduate, and non-degree post-secondary applicants still require one. A PAL/TAL issued in 2026 is valid until 31 December 2026; you cannot apply with a letter from a previous cap year.

Finances

Proof of financial support

You must show that you can pay for tuition, living expenses, and return travel for yourself and any accompanying family members, without needing to work illegally in Canada.

For applications submitted on or after 1 September 2025 and continuing into 2026, the cost-of-living threshold for a single applicant studying outside Quebec is CAD $22,895 for the first year. This is in addition to your full first-year tuition and travel costs, not instead of them. Quebec sets its own, higher threshold (CAD $24,617 for a single applicant as of January 2026). The amount increases for each accompanying family member. Always confirm the current amount on canada.ca.

A note on the GIC and SDS: The Student Direct Stream (SDS) was discontinued on 8 November 2024. All applicants now use the regular study permit stream. A GIC is still an accepted, popular way to show living-cost funds, but it is no longer mandatory.

Guide

Popular public colleges & polytechnics

Colleges and polytechnics offer diplomas, certificates, and applied degrees that are often shorter and lower-cost than a university degree, with strong industry links. Institutions frequently chosen by international students include Seneca Polytechnic, Humber Polytechnic, George Brown College, Centennial College, and Conestoga College in Ontario; the British Columbia Institute of Technology (BCIT) in British Columbia; and NAIT and SAIT in Alberta.

Read this before choosing a college: College diplomas are non-degree qualifications. For a PGWP, non-degree graduates must study a program on IRCC’s eligible field-of-study list, which is linked to labour shortages and can change. Confirm your specific program’s PGWP status before enrolling, not after. This is one of the most costly mistakes international students make.

Indicative tuition: international undergraduate tuition at Canadian universities commonly ranges from about CAD $25,000 to $65,000 per year, with some professional programs higher. College diplomas are often lower. Always check the exact tuition on the institution’s official website, as it directly affects your proof-of-funds total.

Statement of purpose

Statement of Purpose (SOP) guidance

A strong SOP helps the visa officer understand your academic background, your reasons for choosing your specific program and institution, how your studies connect to your past education or work, your financial plan, and your intention to return to Sri Lanka after your studies (or your understanding of post-study work pathways, where relevant).

At The Visa Central, we help students structure their SOP clearly and honestly, avoiding generic or copied content. A weak or templated SOP is a common reason for refusal.

Work rights

Working while you study

Most full-time students at a DLI can work off-campus while studying. As of 1 April 2026, post-secondary students no longer need a separate co-op work permit for a mandatory work placement, provided it is a required part of the program and does not exceed 50% of the total program length. Exceeding your authorised hours is a serious violation that can affect your status, a future PGWP, and permanent residence prospects; IRCC cross-checks work history against tax records.

After you study

After your studies: Post-Graduation Work Permit (PGWP)

A PGWP lets graduates gain Canadian work experience, which can later support a permanent residence application through pathways such as the Canadian Experience Class. PGWP rules, particularly the field-of-study list for non-degree programs, can change; confirm eligibility before you enrol. Permanent residence is handled through separate immigration pathways, and our guidance here is general information rather than a PR service.

A Designated Learning Institution is a Canadian school, college, or university approved to host international students. Only DLIs can issue the acceptance letter needed for a study permit.

For applications from 1 September 2025 onward, a single applicant outside Quebec must show CAD $22,895 in living costs for the first year, in addition to full first-year tuition and travel. Quebec sets a higher figure. Always confirm the current amount on canada.ca.

A PAL is a letter from a province or territory confirming your application fits within that region’s share of the national study permit cap. Most college and undergraduate applicants need one.

No. As of 1 January 2026, master’s and doctoral students at public DLIs are exempt from the PAL/TAL requirement and from the study permit cap.

The study permit application fee is CAD $150, plus biometrics of CAD $85 per person. Other costs may include a medical exam, GIC fees, and VFS service charges.

No. The SDS faster-processing route was discontinued on 8 November 2024. All applicants now use the regular study permit stream.

A Guaranteed Investment Certificate is a fixed deposit with a participating Canadian bank, released to you in instalments after you arrive. It is one accepted way to show living-cost funds, but it is no longer mandatory since SDS ended.

Frequently chosen institutions include the University of Toronto, McGill University, the University of British Columbia, the University of Waterloo, McMaster University, the University of Alberta, Western University, and Queen’s University. The right choice depends on your program, budget, and goals.

Universities award degrees and are typically research-focused; colleges and polytechnics offer diplomas, certificates, and applied programs with strong industry links, often at a lower cost. Both can be DLIs, but PGWP rules differ for non-degree programs.

As general guidance, international undergraduate tuition commonly ranges from about CAD $25,000 to $65,000 per year, with college diplomas often lower and some professional programs higher. Always confirm the exact figure on the institution’s website.

Yes. Most full-time DLI students can work up to 24 hours per week off-campus during academic sessions and full-time during scheduled breaks. Exceeding the limit is a serious violation.

You generally need a recognised English test result (such as IELTS or PTE) for admission to your program. Requirements vary by institution and program.

An SOP is a written explanation of your academic background, why you chose your program and institution, your financial plan, and your future intentions. A weak or generic SOP is a common reason for refusal.

Rules on accompanying family members and their work rights have tightened in recent years and depend on your program and level. This must be checked against current policy for your specific situation before you plan.

A Post-Graduation Work Permit lets eligible graduates work in Canada after their studies. Eligibility depends on program length, the DLI, language scores, and, for non-degree programs, the field of study.

Not always. Non-degree graduates must study a program on IRCC’s eligible field-of-study list, which can change. Always confirm your specific program’s PGWP status before you enrol.

Regular-stream applications can range from several weeks to a few months, depending on volume and completeness. Check the official IRCC processing-time tool and apply well before your intake.
