To apply, you generally need a Letter of Acceptance (LOA) from a DLI, a Provincial or Territorial Attestation Letter (PAL/TAL) for most college and undergraduate programs, and proof that you can pay your tuition and living costs. Study permit refusals usually come down to proof of funds, a missing PAL, or a weak study plan, not academic ability.

A Canada study permit is an official document issued by IRCC that authorises a foreign national to study at a Designated Learning Institution (DLI) in Canada. It is required for most programs longer than six months. A study permit is not a visa on its own: most students are also issued a visitor visa (TRV) that allows them to travel to Canada.
Canada applies a national cap on new international student study permit applications. For 2026, IRCC has set 309,670 study permit application spaces for applicants who require a Provincial Attestation Letter, within an overall national target of issuing up to approximately 408,000 study permits across new and returning students. Because the cap is limited and divided among the provinces, applying early in the intake cycle matters.
2026 PAL update: As of 1 January 2026, master’s and doctoral students enrolled at a public DLI are exempt from the PAL/TAL requirement and from the study permit cap. Most college, undergraduate, and non-degree post-secondary applicants still require one. A PAL/TAL issued in 2026 is valid until 31 December 2026; you cannot apply with a letter from a previous cap year.
You must show that you can pay for tuition, living expenses, and return travel for yourself and any accompanying family members, without needing to work illegally in Canada.
For applications submitted on or after 1 September 2025 and continuing into 2026, the cost-of-living threshold for a single applicant studying outside Quebec is CAD $22,895 for the first year. This is in addition to your full first-year tuition and travel costs, not instead of them. Quebec sets its own, higher threshold (CAD $24,617 for a single applicant as of January 2026). The amount increases for each accompanying family member. Always confirm the current amount on canada.ca.
A note on the GIC and SDS: The Student Direct Stream (SDS) was discontinued on 8 November 2024. All applicants now use the regular study permit stream. A GIC is still an accepted, popular way to show living-cost funds, but it is no longer mandatory.

Colleges and polytechnics offer diplomas, certificates, and applied degrees that are often shorter and lower-cost than a university degree, with strong industry links. Institutions frequently chosen by international students include Seneca Polytechnic, Humber Polytechnic, George Brown College, Centennial College, and Conestoga College in Ontario; the British Columbia Institute of Technology (BCIT) in British Columbia; and NAIT and SAIT in Alberta.
Read this before choosing a college: College diplomas are non-degree qualifications. For a PGWP, non-degree graduates must study a program on IRCC’s eligible field-of-study list, which is linked to labour shortages and can change. Confirm your specific program’s PGWP status before enrolling, not after. This is one of the most costly mistakes international students make.
Indicative tuition: international undergraduate tuition at Canadian universities commonly ranges from about CAD $25,000 to $65,000 per year, with some professional programs higher. College diplomas are often lower. Always check the exact tuition on the institution’s official website, as it directly affects your proof-of-funds total.
A strong SOP helps the visa officer understand your academic background, your reasons for choosing your specific program and institution, how your studies connect to your past education or work, your financial plan, and your intention to return to Sri Lanka after your studies (or your understanding of post-study work pathways, where relevant).

Most full-time students at a DLI can work off-campus while studying. As of 1 April 2026, post-secondary students no longer need a separate co-op work permit for a mandatory work placement, provided it is a required part of the program and does not exceed 50% of the total program length. Exceeding your authorised hours is a serious violation that can affect your status, a future PGWP, and permanent residence prospects; IRCC cross-checks work history against tax records.
A PGWP lets graduates gain Canadian work experience, which can later support a permanent residence application through pathways such as the Canadian Experience Class. PGWP rules, particularly the field-of-study list for non-degree programs, can change; confirm eligibility before you enrol. Permanent residence is handled through separate immigration pathways, and our guidance here is general information rather than a PR service.
